What gets added to a Dubai hotel bill

A Dubai hotel room advertised at 400 dirhams a night does not cost 400 dirhams a night. None of what gets added is hidden, exactly, but it is spread across several lines with unhelpful names.

The Tourism Dirham

This is the Dubai-specific one and the only charge on the bill that is a flat amount rather than a percentage.

It is levied per room, per night of occupancy, at between 7 and 20 dirhams depending on the grade of the hotel, and it stops after 30 consecutive nights. So it is a few dirhams a night at a modest hotel and 20 at the top end, regardless of what the room itself costs.

Because it is flat, it matters most at the cheap end. On a 150 dirham room it is a noticeable percentage. On a 2,000 dirham suite it disappears.

The percentage charges

Then there are the charges calculated on the room rate. The UAE government portal lists these as charges hotels and tourist facilities may apply:

Not every property applies every one of these, and the names move around between bills, which is the main reason the final figure is hard to predict from the advertised rate. The service charge in particular is not a tip and does not replace one, whatever its name suggests.

On top of these, the UAE charges VAT at a standard rate of 5 per cent.

What this means in practice. A rate quoted without taxes can land 15 to 25 per cent higher on the final bill once the percentage charges and VAT are applied, plus the flat Tourism Dirham per night. If you are comparing two hotels, compare the all-in figure at checkout, not the headline.

Why the advertised price is the way it is

Because booking sites and hotels do not consistently quote the same thing. Some show a rate inclusive of taxes and fees, some show the room rate alone with a line saying taxes and fees are extra, and the difference between the two presentations is exactly the 15 to 25 per cent above.

There is no trick being played, but there is no consistency either, and the only reliable move is to get to the final screen before comparing.

The one you can get back

VAT on some purchases is refundable to tourists leaving the country, through the official scheme operated for that purpose. It applies to goods you are taking out with you rather than to a hotel stay, so it will not recover the tax on your room, but it is worth knowing about if you have bought anything substantial.

What is not on the bill

Tipping is not compulsory and the service charge is not a gratuity passed to staff. Rounding up a taxi fare or leaving something for housekeeping is normal and entirely discretionary.
